It’s kind of the opposite of a battle map Reporter which the Ministry of Ecological Transition presented on the evening of April 10. A very official draft of the ordinance that states everything it is considered to be “ national or European projects ». All regions were asked to submit projects to the government, which subsequently made a selection.
There are many road projects there, such as the A69, development RN 88 or the Rouen bypass and LGV Bordeaux-Toulouse. The list also includes the Cigéo nuclear waste burial project, the Seine-Nord Europe canal, projectsEPRthe expansion of the STMicroelectronics factory in Grenoble, the Inspira project in the Rhone Valley, the future lithium mine in Allier… So many projects that are the subject of local protests.
A total of 167 projects represent 11,870 hectares that will be artificially modified. Transport infrastructure projects represent 52 % of areas included in the decree. Industrial projects 30 % of surfaces. “ All industrial projects have been accepted », welcomes the Office of the Minister of Ecological Transition. He sees it as proof “ the balance between ecological obligations and the need for reindustrialization ».
This list is essential in the policy of applying zero net artificial artificialZAN). The law stipulates that by 2031, each region will reduce the amount of concreted hectares in half. This represents 125,000 hectares nationally, of which 10 %, or 12,500 hectares, is reserved for these national projects.
“ This shows that the government has no plans to stop its policy of polluting projectsregrets Chloé Gerbier of Terres de fights. However, the study has already shown that it will derail the goals of zero net artificialization and the national low carbon strategy. » He also questions the fact that the list is compiled by the government at the national level. “ Thus, local residents cannot have a say on whether they want to build a hospital or a shopping center, it is not democratic and local protests are not taken into account. »he wails.
The minister does not completely agree with him, because he already announced that the ceiling of 12,500 hectares of the original envelope could be exceeded. The decree will be revised every year to adjust the list of projects and the hectares consumed by each of them. “ It’s illegalrecalls Adeline Paradeise, a lawyer at Notre Affaire à tous. For such an excess to be legal, it would require an amendment to the law, for which MPs are responsible, not the Minister. »
It also questions how the number of man-made hectares for each project was calculated. For example, for Cigéo, the figure of 332 hectares was retained in the draft regulation. “ However, the Cigéo impact assessment mentions this “approximately 587 ha will be artificially landscaped for the overall Cigéo project, including approximately 158 ha of impervious surface” », notes the lawyer. Was the number of affected hectares underestimated in some projects? ? To ensure that this is not the case, Adeline Paradeise calls on local struggles in any case to mobilize and verify the data contained in the decree and compare it with the studies available on each artificial project.
The text should soon be available for consultation for a month on the website of the Ministry for Ecological Transition.
